001 The Taliban's winning strategy in Afghanistan Gilles Dorronsoro The situation in Afghanistan continues to deteriorate; the Taliban-led insurgency retains control of the strategic initiative, and the International Coalition (IC) lacks clear direction. The insurgency has made significant inroads in the past months, consolidating its grip in the South and East, securing its sanctuary in Pakistan, and opening new fronts in the North. The situation around Kabul is unclear. Taliban leaders are now convinced that the International Coalition will soon be compelled to accept the facts on the ground and abandon Afghanistan in a few years. PDF document download link  
002 Indonesia’s Role in India’s Look East Policy Baladas Ghoshal India views Indonesia, the largest country in Southeast Asia, as a strategic partner that can play an important role in its Look East Policy. THe policy was designed in the early 1990s to deepen ties with Association of Southeast Asian Nations (ASEAN) countries, using them as a springboard for integration with the global economy while helping to build a stable regional political and economic order in Southeast Asia. India and Indonesia are close geographic neighbors who share a maritime boundary and a mutual stake in each other's progress, prosperity, stability, and territorial integrity. As pluralistic democracies and developing societies, the two countries face similar challenges. Indonesia is not only the most populous country in the region with the largest Muslim population in the world, it also has immense natural resources and a strategic location: it controls all or part of the major waterways between the Pacific and the Indian Oceans. 003 Sequel of Articles by Mr. Shahid Hamid Shahid Hamid This is a compilation of articles authored by Mr. Shahid Hamid, former Civil Servant, Cabinet Minister and Governor of Punjab that were published in a sequel form in the Newspaper, Daily Times, in seven (7) parts between dates: July 15 – 22, 2009.

The articles look into various issues of governance and provide an in depth analysis of issues ranging from Rights of Minorities under the Constitution to the prospect of creating new provinces. His last three articles focus on Parliamentary and Presidential forms of Government while in the ensuing analysis Mr. Hamid prescribes against the empowerment of a single institution by holding such practice an impediment to the spirit of democracy.

This briefing looks at the factors that drive violent conflicts, and the factors that may undermine peace deals, including those brokered and supported by international third parties. For peace to last, agreements must be viable, credible and enforceable, and the commitment of donors must not be in doubt. 007 A new approach to donor assistance Gerald Hyman In January 2004, the U.S. Congress passed special legislation to establish a new approach to donor assistance in the form of a new program under a new, semi-governmental corporation, the Millennium Challenge Corporation. First, we should consider the principles, intent, and the methodology of this new MCC approach. Second, we should consider its actual implementation and critiques, including the inevitable operational compromises, problems and resolutions, and concerns. 008 History of US aid to Pakistan... Azeem Ibrahim There is widespread agreement that aid to Pakistan has not been spent effectively over the past decade. There is less agreement over how to fix it. This paper contributes to the debate in two ways. First, it provides the most comprehensive survey of the publicly available information on U.S. aid to Pakistan since 2001 to provide an evidence base on which recommendations can be based. Second, it suggests three ways to improve aid to Pakistan, by proposing three principles which should underlie any conditions which are attached to future aid.

010 The China Factor in Pakistan Ziad Haider Pakistan today confronts two key security challenges: a lethal Taliban insurgency and volatile nuclear relations with India. Although international attention has focused on the Obama administration‟s policies to address these challenges, the limits of American resources and influence in Pakistan require other states to collaboratively play a larger role. As Pakistan‟s “all-weather” friend and neighbor, China has historically enjoyed widespread credibility in Pakistan and has vital interests at stake there. 012 Islamist opposition in the Islamic Republic : Jundullah and the spread of extremist Deobandism in Iran Audun Kolstad Wiig This report examines the Iranian Jundullah movement, a Sunni Muslim terrorist group waging a small-scale war against the Iranian government and operating in the Sistan va Baluchestan region of south-eastern Iran.
